"This namespace provides identifiers for many common formats and encodings, and also for documents in that format and for (RDF) literals containing fragments of these formats. \n\nThe Format-XXX and Encoding-XXX classes are intended for use with dcterms:format or similar predicates.\n\nThe Document-XXX and DocumentEncoded-XXX classes are intended for use with rdf:type to indicate the format and character encoding of the Document available at a URL.\n\nThe Fragment-XXX classes are intended for use as the datatype of literals in RDF. \n\nIn some cases you might use Fragment-XXX as the type of a URL to indicate the URL resolves to a fragment, not a valid document. You might also use Document-XXX as a datatype if you had an entire valid document in a literal for some whacky reason.\n\nSub-versions of formats, document types and fragments: If you want to specifically indicate a version of a document, fragment or format, you can refer to it in the form Fragment-HTML-4.1 - this will resolve to an RDF class telling you it's version 4.1 of Fragment-HTML.\n\nIf you resolve Fragment-MyCrazyFormat that will resolve to a fragment class, and a format class. Use at your own risk. \n\nMotivation: This was actually just created due to the lack of a good datatype to indicate that a literal is a fragment of HTML rather than plain text.
